How to get full eyebrows like Camilla Belle?

I only pluck the bottoms of my eyebrows to give them shape. They are really light and I would like to have them as full and thick as Camilla Belle's.|||Just do'nt pluck or wax them for 3 months and carefully apply rogaine on them
